Moheuddin Sarkar Ovi: Imagine a woman arriving at her union parishad office to seek help after being threatened at home. A woman village police member is available, but there is nowhere private to sit. People waiting nearby can hear the conversation. The complainant recognises one of them as a neighbour and decides to leave. This is an illustrative situation, not a reported case. It shows how a promising appointment can fail at the moment someone tries to use the service.

The November 7 announcement that two additional women village police members would be recruited in every union deserves attention. Bangladesh Sangbad Sangstha reported the announcement alongside changes to village police pay and benefits. Recruitment could create a more accessible first point of contact for women seeking help. But an announcement is not a functioning service. Its value will depend on what the recruits can do, the support they receive and whether people trust them with sensitive information.

Distance is not measured only in kilometres. A police station may be reachable, yet approaching it can involve transport costs, time away from work and the difficulty of explaining an intimate experience to strangers. A trained woman working locally could reduce some of those barriers. She might help a complainant understand where to go and how to contact the appropriate service. That is a useful role, even without promising powers the position does not carry.

Local familiarity also creates risks. A worker who knows the community may understand its pressures, but she may know the person complained against as well. Confidentiality can become harder where family, employment and political relationships overlap. The service must be organised around the complainant’s safety, rather than the expectation that everyone in a village will keep a sensitive matter to themselves.

Start with a clear job description. Village police should not be presented as substitutes for regular police investigators. Their responsibilities, limits and routes for seeking assistance need to be explained under the applicable rules. A new recruit should know when to record information, when to seek urgent help and where to refer a complaint. The public should know those limits too. Otherwise, an additional point of contact can become an additional place where a complaint waits.

Training should follow the journey of a person seeking help. Can the worker listen without blaming her? Can she recognise signs of immediate danger? Can she explain the next step without making promises she cannot keep? Practical exercises would be more useful than a course completed merely to obtain a certificate. Supervisors should assess how recruits respond to difficult situations, including pressure to disclose a complainant’s identity.

Return to the imagined woman at the parishad office. Her immediate need might be a private conversation and a safe way to receive a call. Sending a detailed message to a phone shared with her family could expose the complaint. Even a well-intentioned home visit could reveal something she wanted kept confidential. Asking how it is safe to contact her is a modest step with considerable importance. Good assistance begins by listening to the person whose safety is at stake.

There must then be someone ready to receive the referral. Each union needs a dependable connection with the relevant police station and available health, social and legal assistance services. Passing a phone number to the complainant is not always enough. With her agreement, the worker should be able to contact the receiving service and establish what will happen next. Responsibility should not disappear between the moment a complaint leaves the union office and the moment it reaches the station.

Nor should every serious allegation be redirected into informal compromise. A worker may face pressure to preserve a family’s reputation or avoid embarrassing an influential neighbour. Those concerns cannot override the complainant’s safety or the legal process appropriate to the allegation. Training must cover these pressures, but training alone cannot defeat them. A supervisor outside the immediate local dispute must be available to support lawful action.

The recruit herself needs protection. Safe travel, reasonable working arrangements and a way to report workplace harassment are basic conditions of effective service. A woman expected to visit a dangerous location should not be left to manage it alone. If she faces retaliation for referring a complaint, she needs an accountable authority to turn to. It would be unfair to celebrate her appointment while leaving her exposed to the same pressures that silence the women she is meant to assist.

Transparent recruitment matters for the same reason. If appointments are understood as rewards for local loyalty, complainants will question whose interests the worker serves. Published criteria, a credible selection process and supervision based on performance can help establish independence. The position must belong to the public service, not to a family or political group.

Success should not be measured simply by a decline in complaints. A trusted service may initially receive more of them because people who previously stayed silent begin to seek help. More useful questions are whether urgent concerns reached the appropriate authority, whether confidentiality was maintained and whether complainants understood the outcome. Feedback should be collected safely, without exposing the people using the service.

Two women cannot solve every problem in a union. With clear duties and dependable support, however, they can make the first request for help less intimidating and more useful. The real test of the recruitment initiative will come after the appointment ceremony: when someone enters a local office, decides whether it is safe to speak and waits to see whether anyone will act.
